Who We Are

HUD's mission is to provide a decent, safe, and sanitary home and suitable living environment for every American and to reduce homelessness. A Continuum of Care Plan is a community plan to organize and deliver housing and services to meet the specific needs of people who are homeless as they move into stable housing and maximize self-sufficiency. It includes action steps to end homelessness and prevent a return to homelessness.

The programs are administered by non-profit, and local community organizations, redevelopment and housing authorities, cities, counties, and the state of Virginia.

HUD's Office of Special Needs Assistance Programs (SNAPS) supports the commitment to end homelessness by funding opportunities to quickly rehouse homeless individuals and families.
